About SaskCAT
SaskCAT is a partnership of institutions and organizations from Saskatchewan’s education system committed to enhancing student mobility by maximizing the portability of educational credits and facilitating access to post-secondary programs and institutions. SaskCAT operates as a committee of Campus Saskatchewan.
Council Membership
SaskCAT is a central, collaborative provincial council with membership drawn from across the Saskatchewan education system.
To ensure broad participation, the following list identifies the institutions and organizations that are eligible for membership on SaskCAT:
- Apprenticeship and Trade Certification Commission
- Briercrest College
- First Nations University of Canada
- Gabriel Dumont Institute/Dumont Technical Institute
- Government departments responsible for K-12 and post-secondary (1 member each)
- Independent Bible Colleges
- Private Vocational Schools
- Regional Colleges

- SIAST
- SIIT
- University of Regina
- University of Saskatchewan
- Student associations (2 members)
The Executive Director of Campus Saskatchewan and the SaskCAT Chair will be members of SaskCAT.
SaskCAT members, other than the Executive Director of Campus Saskatchewan and the SaskCAT Chair, will serve a three-year (renewable) term.
Members of the CS Management Board shall not serve concurrent terms on SaskCAT.

Terms of Reference
The Saskatchewan Council for Admissions and Transfer is a partnership of institutions and organizations from Saskatchewan’s education system. SaskCAT operates as a committee of Campus Saskatchewan.
Mission
SaskCAT is committed to enhancing student mobility by maximizing the portability of educational credits and facilitating access to post-secondary programs and institutions.
Guiding Principles
- SaskCAT will build a culture of transfer in which the practice will be to find reasons to grant rather than deny transfer of credit and provide access to institutions and programs.
- SaskCAT recognizes that while learning experiences are diverse, the learning outcomes may be equivalent in terms of content and standards. Therefore, students should not be required to repeat previous learning.
- SaskCAT will operate with integrity, transparency, and consistency in order to instill confidence in the credit transfer system.
- SaskCAT will provide easy access to accurate, clear and timely information on credit transfer and processes.
- The members of SaskCAT are representatives from, and not of, their home institution or organization and will work in the interest of the admissions and transfer system.
- SaskCAT recognizes that individual institutions retain the right to determine program and admission requirements.
Objectives
- Build and maintain a public view web-based Transfer Guide.
- Facilitate dialogue about and increase the number of articulation agreements through the creation of articulation committees and other means.
- Facilitate discussion about removing barriers to admission whenever reasonable in order to enhance access to institutions and programs.
- Improve the system of credit transfer through ongoing research and evaluation.
- Build awareness of SaskCAT, its work, and the credit transfer system through active communication and promotion.
- Support institutional participation in the credit transfer system by providing tools, information, training and consultation.
